Not a downside. That's the brightness. 400 is actually quite bright, particularly when compared to some of the other LCDs out there, pushing 200-300..

Does anyone know what the response time is on the 20" Dell LCD? I've seen monitors that have anywhere from 15 - 25ms and was wondering if it makes that big of a deal to have a lower ms rating.

As long as the LCD has a response time under 25ms you shouldn't notice much ghosting at all. The lower the number the better the monitor will respond in FPS games.
