Zogby Poll: Majority Of Americans Back Removing Criminal Penalties For Adult Pot Use

Shafer Commission’s Recommendations

Washington, DC: A slight majority of Americans support amending federal law to remove "criminal penalties for the personal use of marijuana by adults," according to a national poll (http://www.norml.org/pdf_files/NORML_Nationwide_Poll_2007.pdf) of 1,078 likely voters by Zogby International (http://www.zogby.com/) and commissioned by the NORML Foundation.
Forty-nine percent of respondents – including 57 percent of men – said they would support "a law in Congress that would eliminate federal penalties for the personal use of marijuana by adults and allow states to adopt their own policies on marijuana." This proposal, commonly known as ‘decriminalization (http://www.norml.org/index.cfm?Group_ID=5442#introduction),’ was first recommended to Congress by the US National Commission on Marihuana (sic) and Drug Abuse (http://www.druglibrary.org/schaffer/Library/studies/nc/ncmenu.htm) (aka The Shafer Commission) 35 years ago today, on March 22, 1972.
Forty-eight percent of those polled by Zogby said they would oppose such a law. Three percent were undecided.
The poll has a margin of error of +/-3 percentage points.
Respondents' support for marijuana law reform was strongly influenced by age and political affiliation. More than half of Americans (52 percent) between the ages of 30 and 64 supported decriminalizing pot, while only 45 percent of those under age 30 and 43 percent of seniors endorsed it.
Among those who identified themselves as political Independents, 62 percent supported federal decriminalization legislation, as did 51 percent of Democrats. Only 37 percent of Republicans supported eliminating federal penalties for minor marijuana offenses.
Respondents’ opinions were also influenced by educational level and ethnicity. Fifty-three percent of those polled who had obtained college degrees said they backed decriminalization versus only 44 percent of those without college diplomas.
A majority of whites (51 percent) and nearly half of African Americans (49 percent) said that they supported decriminalization, while support among Hispanics was only 26 percent.
The poll found little difference in attitudes among parents (48 percent support) and non-parents (50 percent support) on the issue. Americans’ views did not vary significantly by region.
Gender and holding a belief in God significantly influenced respondents’ opinions. Among those polled, 57 percent of men said they supported removing criminal pot penalties versus only 41 percent of women. Of those who reported having no religious affiliation, 63 percent supported decriminalization legislation.
NORML Executive Director Allen St. Pierre noted that the poll was one of several recent surveys indicating growing support for ending cannabis prohibition. "This latest poll confirms an 80 percent upward swing in public opinion since 1990 in favor of ending the war on cannabis consumers," he said.
A previous Zogby poll (http://www.norml.org/index.cfm?Group_ID=6838) of 1,004 likely voters commissioned last year by the NORML Foundation reported that 46 percent of Americans support allowing states to regulate marijuana in a manner similar to alcohol.

Pot should be legal being we spend WAY too much $$$$$$ and police man hours on enforcement for such a BS ticky tacky drug.. Never mind the money wasted to keep pot dealers or users in jail..

only reason I'm not really a fan of total decriminalization of all drugs is I think it would have a disproportional negative effect on the lower social economical areas of the population.

but at least the decriminalization of "personal use" amounts of many drugs would save us a TON of money as far as enforcement, courts and jail. Sure, they would still be worthless crack heads etc but at least they would not be breaking in to steal my cpu to pawn for there habit.. etc..

First of all, ANYTHING in excess is stupid - drunk, stoned, wired, whatever. But in moderate amounts, I would rather be hanging out w/ someone drinking beers than a stoner. I have no tolerance for stupidity.

I agree to a point. If they can manage how it's being sold and gather appropriate taxes for it as well as increase the crackdown of the more dangerous substances like meth, I'd vote this in with the quickness.

My neighbors smoke pot all the time. Basically, they get high and

A. Watch a Movie

B. Play BattleField 2.

I consider that pretty harmless.

Kids who drink do the following:

Smash windows of cars, bang on my door in the middle of the night, throw up on our shared bathroom, write "COCK" in sharpie on doors, LIGHT A FIRE IN A DORM ROOM, make noise and wake me up the day before a job interview (jerks).

I'd say can the whole "marijuana is bad" thing, make it (somewhat) legal, and start working on alcohol related violence, because kids who smoke too much pot become vegetables. Kids who drink too much become whirlwinds of death.

Operative word in your post is "kids." Just like with anything that alters ones state of mind, it's all about how it affects certain individuals. Example - I sat up one Thursday night with Silly as we damn near polished off a 1.75 of Chivas. Did we fight/yell/smash/break stuff? No. We sat there, drank, talked a little shit, then passed out.

I went to a concert and some shithead was smoking a joint in front of me. Seriously, it's pretty fucking sad when you spend that kinda money on a show just to get stoned. Sit at home and listen to the fucking CD.
